Post Install to flash drive does not install/ include DX runtime
Easily fixed, but you need to move the d3dx9_43.dll to the same folder as the executable.

So you installed SS as a portable? Doesn't it save some settings in the user directory?

He's referring to a runtime component required to launch the game.
They don't get installed into a program's binary location so when he moved the binary to a machine that doesn't have the runtime installed it failed to launch.

Ah alright. I assumed when he said he moved it into the same folder as the executable he was installing it as a portable (As many older games used to require a similar thing to become portable)

Ah yeah... that's what I was trying to say - It's the direct x runtime component that isn't installed in the same folder as the binary, I wasn't sure what you meant by the settings :P.
No idea if MS allows installation of runtime components to program locations as part of the directx runtime install - from an OS point of view it doesn't make a lot of sense to have a copy along with each program.

When installed, your installer puts the dlls in here anyways:

\Star Sonata 2\actions\dxredist.

Copying/ Moving it up makes the program work completely fine.

Also, the runtime isn't installing on machines period when I'm targeting an external device (say a flash drive) on that machine (the source of the issue).

I'll add it here also related to DX issues. When I reformat my PC with a fresh Win 8 OS and install SS for the first time the DX files are missing and fails to start the launcher.

The DX installer doesn't trigger when installing SS *after looking at that dxredist folder in ss directory*
