a quick google search revealed a tool that let you do something very similar on any windowed application http://code.google.com/p/winsupermaximize/.
Although this was closer to real fullscreen and not what you requested for, it is also open source and the sources are public domain, so i edited it a lil (honestly, the sources are so simple that it would probably been just about as long to write it myself but heh XD). http://www.starsonata.com/jey/winsuperm ... askbar.zip Unlike the one on the code.google.com website, this one work with multimonitor and wont hide your taskbar. sources are included. try using the hardware cursor instead of software. might be why, im not having any issue here
