It still makes no sense, I mean they remove GG because it might make people ragequit (due to their own stupidity might I say), then they add something which will rape lower levels/less uber people. What do you think will make people ragequit more...

You have the choice not to enter the higher levels of perilous space. If you want the Hawks removed just because they are a big challenge for many people, then maybe you should consider to play a game of solitaire instead. If there is anything this game needs, then it is hard challenges such as the Hawks, and ubers that seem impossible to kill for a long time until you finally figure them out.

Two days ago my Shield Monkey spent most of its time running and hiding from a Hawk in perilous space. Yesterday the same Hawk was not aggro to me and I was able to hunt Xmas Spirits for quite some time. No idea what that was about.

If you think Hawks are bad, just wait for whats to come*, Edges of Perilous Space won't be a place for lone people, unless you like sitting in an escape pod.

On topic though; I've increased Hawks lower and upper attack ranges, and reduced their hate for next universe. I may change their roaming area*.
