They don't have to refund, you agreed on that when registering your account. They don't have to refund anything that was lost due to technical issues. You have two options, get used to the fact that you will keep losing your game progress often because of those technical errors (or be unable to play the game) or if you don't like it then quit the game. The fact that you're paying subscription for the game doesn't change these rules - they will still not refund any game progress you lost
