Post Heals on stasised ships only take resists into account
I'm not 100% sure if this is a bug but I don't understand why healing would work this way so:
Heals from drones / ShM on a live ship heal at a rate that doesn't take any target resists into account. Heals to a stasised ship take resists into account.

nope, thats not how it is, the reason why dead stuff gets more trans resist is different
dead ships takes half the heals as ships that are alive, its not a bug, its made that way to prevent suicide kills (lincin others to dead more then the monk can HPS, then just get healed by the same monk and try again) i think

Thanks for the report :) As stated by several players already this is not a bug, but an intended feature. It has been this way since forever and changing it will take some careful consideration. So I am moving this to our bug archive :)
