EDIT: Almost finished, just trying to think of any major points I have missed.

One thing, you mentioned formatting. I'm assuming this is for the competition, don't worry so much about formatting, when we port it over to the site, a lot of the formatting will be gone.

Don't forget images. =)

I guess it wouldn't hurt if the grammar was better. Should I make a list?

Also, AI bases are not placed by the admins, they are placed by the universe creation code. It's possible to add more manually, but doing that each uni would just be a nightmare.

Whilst it is true that it is placed by this "code", it is much clearer just to say that Admins placed it. Which is true, since admins wrote the code :P

Well, in that case just say that they are placed randomly(with no reference to who does it), because saying that the admins do it sounds like saying that they do it manually.
