Change them to be percentage based so they are remotely useful.

If you have a percentage based skill it will only help (or be more potent) for high bank classes, whereas a block stat will be more useful for low-bank classes, IE - Seer. Could have them add to the base bank value? So the increase is affected by augmenters, inbuilts and skills (of course the amount/skill would have to be reduced to compensate)

Or we could have two skills per zen. One for percentage boost, the other for a solid unit.

Have the solid unit tagged on as capacitor +shield/energy.

I recall this being suggested in the past and Jeff said no because of the reasons of use with low bank setups and general mechanics.

Their effect should stay the same - but agreed on the boost, they've been the same since before the rebalance .
