Find a way to introduce criminal economic activity in game and introduce dirty money, cant enter EF space or police gals with this money, and police squads roam looking for criminals.

only way to make dirty money clean is through money laundering from bases, trade, and other content.

Totally kidding. Sounds interesting if you can flesh it out. BTW, we have a project on the back-burner where certain AI bases would use a different currency than credits. This was originally conceived as a way to get rid of the mission-based turn-in system for stuff like Junkyard tokens, but it could also be extended to your idea.

Could work it around the way that EVE does. If you gain enough negative standing with an empire because of criminal activities or after killing enough of their faction, you become KOS to them.

Make a small layer for the pirate faction, kind of serves as it's own EF w0 safe space, except non-pirates cant get in and it's open PvP (cause, yar).

Could be cool to have pre-built ships you could choose from, some can carry more, some do more dmg, or are stealthier on both sides, merchants and pirates. You can ONLY deal with content's items (goods traded or pirated or dirty money, or drugs) with those ships.

All of this content would be done in EF space and when in EF pre-built ships you can openly PvP in non w0 gals.

Items like The Spice, and stuff like that could be used as "incentive" for ai bases to work with you.
