Kikale Extractor extract rate is about 100 / uni as far as I know.

Capture bases using them.
The whole RE-S&P debacle resulted in some retaliation by SRX and TR because RE flattened S&P without occupying and exploiting former S&P galaxies. If RE simply deployed industrial, production, and extraction to all the dead galaxies, the SRX and TR response would have been considerably less, because this game is *all* about the territory contestation and attacking other people for their galaxies and all the resources in those galaxies is actually encouraged by the dev team.
Shocker, isn't it.
Instead, RE flattened S&P space and left, basically, a Pillage and Burn action. Pillaging and raiding and burning people is heavily discouraged. The changes to BVB is to discourage this type of action and is a nice fuck you to people like 13, who did this on a routine basis and made people quit prior to the change.
So, instead of pillaging and burning an enemy galaxy, take it over. If they're using Kikale Extractors? Capture the bases with them, then keep the galaxy.

Well, no. Mister Helius is against the idea of scarcity that this would have for his precious Kikale Extractors. He used to extract at 100/universe, assuming he could find a ruin each universe. Then for the next 2 or 3 universe, Kikale Extractors simply don't show up or someone else gets them and fortifies the crap out of the place. So the actual extraction rate is about 33 Extractors per universe.
With this system, you get 16 weeks in a universe, which means if you are on the ball, you should be able to grab 15 Extractors per universe.
Sure, that's half the rate as before, but again, they're supposed to be rare. This is not "I'll go to the market and get a gallon of milk" type of rarity. This is how many Rolls-Royce does the whole family have type rarity.
Don't want to negotiate with the team ..maybe two teams that have them? Go blow that team up and take them for yourselves. Alternatively, capture bases that are using them.
Mister Helius implied he doesn't want to go crushing noob teams that have Kikale Extractors/Ruins. And the only reason I can fathom is the retaliation from Traders. For years Traders has been advocating the territory control aspect of the game, and the dev team have been making sure random/casual slaughtering of teams do not happen. Traders stepped on RE because RE attacked over emotions, not over resources. If you simply settled those galaxies, I find it unlikely Traders would have batted an eye over it.
