Or perhaps tweaks should not scale in power at all with techs. Instead, they should scale in variety. Obviously this is for percentage tweaks; stuff like shield soothers are fine.
(Flat tweaks would be incredibly stupid, because they'd essentially be like the control skills that on some levels double or triple DPS with just a few levels. You can't balance that in this game.)

Yes please! Damage tweaks will be really fun to use with Abstructor and similar weapons. >:D

I feel the instant usage mentality is a huge issue and the energy usage alone isn't enough to balance tweaks. I feel if you want them back to instant they must provide a bit of a negative to ensure anti-spam behavior.

If your also thinking of the finite mechanic of tweaks, this is kinda weak principle to work from as now we have players with hundreds of tweaks and crates of tweaks so the ability to spam is still a issue.
