NCC-Bulk and NCC-Special are Support Freighters. They're expensive reward hauler ships (Special is BP built, dunno if it makes a ship or ship upgrade). The mission chain in East Vindia is about transporting material and rewards are oriented around hauling and holding stuff. So they should be Industrial Freighters, not Support Freighters, so people can't take advantage of them as Support Focus, and to give us a lower tech Industrial Freighter. |
