No it's not the same. This makes attackers hostile as soon as they warp in, not when they start shooting.
Still doesn't stop people from squadding with an amping FC or elect tractor Engineer. Auras aren't a hostile act and won't be affected by Protecting a galaxy or Combat Inhibitors. Auras aren't *combat*.
Make it so people without inhibitors can't receive auras or tractors from someone with an inhibitor. Is solved.
