Ok, I've emailed these off to Jeff. Figured that consistency with some designs was a good thing, so agriculture is a "hollow" hydro icon, Industry is a resized gear from Factories, etc.

I like the idea of that one being used for Enforcer/Constable Ranks. Since they are not really medals or anything else.
