When you start the game as a new player in preload you are immediately informed of Earthforce and start working for them.
One of the missions is to kill the pirates and notify earthforce in sol. You can then join the cadet academy off Nexus and be a part of earth force. building yourself up into an enforcer (a popular earthforce ship for new f2ps and low lvls)
So it also stands to reason that the comms is ECN, developed by Earthforce.

Outer Rim Chat is far superior to ECN: It it brief to begin with and has a one-syllable abbreviation. Also, "Outer Rim" works well since this is a peripheral to the game itself.
