Sicuro's Sniper Blind idea went hand and hand with how he felt sniper should be, which was a mobile DPS class. Less mobile than SD/Gunner, but a lot more mobile than current sniper. Basically, your stereotypical WoW Hunter. Sniper Blinds were an immobile structure that would be deployed. Blinds would either lock the sniper in place (zero speed, forced thrust, acts like a turret glued to the ship) or be a very short ranged Aura Drone.
