Is there a limit to how many drones a player can abandon, either in a single galaxy or uni-wide? (Also per char or per account).

No, there is no limit. Since an abandoned drone no longer belongs to anyone, it doesn't count towards anyone's slots.

Should probably make abandoned drones evaporate after a while so that they don't muck things up too much.

They're not set to save on server reset, but if all went well that could be a very long while.
