This started happening a couple of day ago after a reinstall. Firewall and antivirus have been checked and dont seem to be causing a problem and no amount of reinstalls or restarts fixes it. Latest Stable drivers are installed.

Try an older driver / beta driver or redownload and reinstall the latest stable and see if there's any change.
If you're using multiple gfx cards not in SLI / crossfire, make sure it's using the correct one. Also make sure you have directx 9.0c installed as well as 10 or 11. Your dxdiag just shows 11, which I don't think applies to SS?
