The quest "Get your neurons in Shape!" as a volcom at the volcom base it says you should lvl Weaponry, Shielding and Energy in the mission text. However the mission requirements it says Piloting, Shielding, Electric engineering.

So either make piloting available at the station or change the mission requirement. Also energy and electric engineering might be confusing for new players.

Thanks for your feedback. I've added piloting to Mutara Outpost and removed Weaponry. I've also modified the mission text to be accurate. The mission change will require a patch to fix.
