I tested between 2 berserkers who both have the same shield redistribution device, yet one has Eye for an Eye and the other does not. They both in the ship menu say the same stats when this item is used. Can I get a verify that this skill is working? Thanks.

Eye for an Eye's trans bonus won't show in the stat window due to how it's calculated.

double lifeheal = damage * iBerserkerEyeforEye * dNetBuff;
Where: damage is the damage you do to the enemy iBerserkerEyeforEye is 1.33 if your level in the skill is not 0 (otherwise, 1.0) dNetBuff is your net bonus of the lifesteal aura mod. I haven't tested it since it came out but i know it definitely worked then and haven't noticed a difference since.

It's supposed to work for all damage types (except maybe Transference – might behave oddly in that case).
