For Transcendental modifications it is stated in the tooltip that there is an increase in electricity usage for that item. However the amount stated in the tooltip and the change seen in the electricity recharge rate is not the same amount.

I guess the same was as capacitor and hull expander, there is no electricity usage before applying the mod. After the mod is suddenly has a new "stat".
But it might also reduce the energy recharge rate, but that would be kinda broken, no? |

I always took it to mean a flat energy use (i.e. flat reduction to recharge rate).
