Splash stats as augmods will need some balancing, especially since a 16% increase can equate to a 100% base damage increase.

If you're hitting 6 targets at once with your normal weapon + deathblossom, a 16.6% increase to the damage each shot does adds up to 100% increase. _________________ |

If by "base damage" you mean bonus to the regular damage of the weapon, that's incorrect. Buffing the base damage by 16% would propagate that damage to every splashed target as well.
